Pokemon cut from the National Dex will return in the future.
Pokemon producer Junichi Masuda confirmed that Pokemon that don’t appear in Sword and Shield aren’t gone forever.
This is a streamlining feature so players will no longer have to alternate which Pokemon receives shared Exp while leveling a party.
